Description:  parm96.dat should be parm94.dat with modified torsional 
	parameters for alpha helices. Unfortunately, an old and buggy 
	version of parm94.dat was used as a basis. 

	This causes problems when running Link/Edit/Parm with nucleic 
	acids (missing improper torsion params), and inconvenience
	because many ion types are missing.

Fix:	Copy http://www.amber.ucsf.edu/amber/ff94/parm96.dat
